Since there are 30 teams in the league, why not have everyone one play everyone else twice. which leaves 24 games. These should be played at the end of the season after the double round robin above. I would suggest playing each other team in the division five times to end the season. This would leave four games which could be played against conference teams. This format would fix the problem of not playing the other conference as much, plus would keep division rivalries. An added bonus is teams would be playing possible playoff matchups down the stretch, creating an early playoff atmosphere.
