The Hockey News answered our question about how the 39 million is calculated. Basically teams have 39 million to spend during the regular season. So the Sabres could make some moves late in the season that would put them well over a 39 million dollar payroll on paper, as long as the total amount they spent during the year was less than 39 million. However, they can't go over 39 million on paper with the intention of cutting the payroll later in the year. Then of course there are exemptions for injured players and such. Check out the article, it starts on p. 10 of this weeks Hockey News, and I'm sure they explain it a lot better than I do.
