The City of Buffalo is in no position to help in any way keep the Sabres here.  They not only have a long list of problems to deal with, they are cash poor. 
 

Help from the county or the state?  Only time will tell.

The city has been in debt for decades, they’ll likely see it as a vital asset for revenue. That being said I think they’ll just sell it to Pegula

Yes, but moving a franchise would be a shortcut. The NHL can still charge a fee like they did with Utah. The only knock with Atlanta is they haven't built their arena yet. Houston does have an adequate arena and could probably play in the East for a few years if they had to.
