They should be viewed as self interested narcissists one and all. Their interests all align on this issue so they all have no issue putting aside ethics in order to see it done. They are like the Triumvirate at the end of the Roman Republic. As long as the each member saw a benefit to maintaining the alliance, it continued. 1

His first impeachment was related to Ukraine, but the withholding of the aid committed by Congress was only a part of it. In a nutshell, he tried to bribe Ukraine in exchange for false stories about Biden. Can it not be a war that was started by an invasion? Would we have to call the Gulf War the Iraq Invasion? 100% not throwing shade, but trying to assess your division of the two terms.

Invader invades, invader occupies, host nation repels invader. War as a continuation of politics by other (violent) means is the act of two belligerent groups trying to impose their will on the other. Ex: Russia imposing their will through occupation. Ukraine imposing their will through repelling an invading/occupying force.
