He tried to get out twice.  Hardly any contact.  Goalie was free to make a save. Their rationale does not pass the eye test.

If the NHL had any integrity, they would take plays like that, blur the teams jerseys, and put them before a review board. Based on that review board, the reviewers would get reviewed and reprimanded/fined, as appropriate. The Sabres organization are a punching bag with no clout, and it shows.
