They did it for obv. reasons, to dramatically change the meaning of what he said.

Terry said he's a football guy (btw he is and appears to be a very good one; he cut his teeth as a powerful figure in PSU football). He said people think he's a hockey guy bc he bought a hockey team.

It is what it is. Those Scranton tend to talk first and think later.

None of this seems to be on point. I understand how tax incentives work, I went to school for planning and worked with a number of local planners for quite a long time. You are painting with a weirdly broad brush and lumping a whole lot of things together that aren't part of the conversation. If you want to start to have a conversation about good and bad development deals locally I suggest you start with identifying the the commonality in last names. Paladino, Ciminelli, Savarino. Sinatra, Montante, Croce (RIP to that slime ball), Macaluso, etc. 

But in regards to The nuts and bolts of the deal with TP for this development was deemed a bad deal from the start by people who do this sort of thing for a living and a decade later it is still a bad deal.

What I am saying is there are good and bad deals, but the states/cities/counties do them because the good outweigh the bad. Nobody has a crystal ball. Nobody anticipated covid. Nobody anticipated all the excess spending that resulted in higher interest rates. Ask someone who gave tax incentives to a mall developer in 1980 if it was a good deal and they might say yes. Ask someone who did it right before Amazon took over and covid killed shopping and they will say no.

They weigh tax incentives and investments in things like funding a stadium.  There is obviously some corruption in places like Albany too, but for the most part the tax incentives exist with the goal of adding jobs and adding to the tax base.

Lots of people who worked for the city and county involved in this deal knew it was a bad deal, and said it was a bad deal, but we moved forward with the terms anyways.

What deal are you talking about? The "deals" the state has made with the Pegulas have been a huge net plus to the state. Not every deal works out, but overall they have been great for the city, county, and state.

Erie County/The City of Buffalo has not recouped their investment in the Harborcenter yet and the Pegula's have not kept their promises for employment either. That is how this whole conversation started.

What investment? Do you understand how this works? An investment is the $850M the state and county put towards the Bills new stadium. The project you are talking about involved $57M in local and state tax breaks. There was no investment.
