You have to make an effort to separate from your bias for one moment. He was not out of control at all and the principle point of impact was the head. As defined in the rules, the imperative is on the checking player to not impact the head first

I’d like to see it at full speed again. It happened pretty quickly and intent might be a tough sell. That doesn’t matter for the penalty but it does if/when the league gives Clifton a call.
