Can Owen Power sign a contract in the next 5 hours? Wouldn't he need to to be designated to the roster?

I think for a player not yet under contract, if they sign a two-way contract and report to the AHL, then get called up to the NHL, they'd be okay to move up and down.  I thinking this is only for current professional players.

This was a paper move to make them eligible for an Amerks playoff run.

The Sabres have one more non-emergency call-up allowed.

Also have 8 NHL defencemen on the roster.

EDIT: and remember we all expect Power to be the 9th. There was no reason to hang on to Miller.
