Senator Chuck Schumer in Buffalo today, mentioning that money from the latest federal spending bill will be used to directly connect KeyBank Center with the DL&W Terminal via some sort of tunnel. Off the train and into the arena without going outside.

I'll believe it when I see it. They still haven't gotten the train to UB north campus

With the Seneca One project completed, the proposed DL&W Terminal and the north aud block proposal (see link) you can start to see that once barren area repopulated with social and business activity included to the mix. Momentum added to previous momentum. That's a good sign.

I read somewhere that is has something to do with the mole people.

Has to be.

An elevated walkway that is partially enclosed to break most of the wind would be much cheaper to build and maintain.

Is there a reason for wanting that tunnel?

The Buffalo News is reporting it will be  an Enclosed Bridge

So if they're connecting the arena to a tunnel that means a tunnel to a tunnel. Who creates a network of tunnels like that?

You know who does that.

I have a vivid memory from a few years ago walking to Key Bank under One Seneca during  gale coming off the lake. I got blown down and I'm not small.

TBN says it will be an elevated walkway, but possibly fully enclosed.
