People are reading way to much into this. One just needs to ask what else is he supposed to say to that dumbass question.

Jeff has the final say. To put some arbitrary percentage on an event JB has no control over would be dumber than dumb... just so he can peacock around and appear confident to fans. Any number he would put on it would be unjustifiable and presumptuous. 

If the question is garbage, then the answer is equally worthless.

I can see Phil firing off some choice expletives at JBOTT when he broke the news to him.   

 I'd like to imagine JB said something like:  "I liked the way you attacked the job and you fought to the end.  It's been a tough grind.  However, it's tough to win in this league....   it's unfortunate, but... YOU'RE FIRED!!!"
