I think they have so many holes to fill, they can't do them all in this draft and didn't have the cap freedom to just get good back ups.

 

They'll draft whoever falls into their laps and fill positions, and after that you might see some of these signings getting cut again.

Instantly becomes the most productive receiver on the Bills. Not great but serviceable. Hopefully, they add a few more quality WR not just camp fodder.
