The play certainly looked mostly accidental. But Niskanen didn't look like he was particularly worried about not popping Crosby on his way down. Accidental, with a dash of opportunistic. Quote

I hope he's okay, but I've seen Crosby do worse. I don't have a problem with professional sports leagues protecting their stars, and giving them (somewhat) heightened levels of protection. Its willful ignorance of head injury issues aside, the NFL knew well enough to do that with its QBs. Quote

Someone could challenge Niskanen to fight, but it's possible there's something much more malicious. Refs can use their discretion in this. Now, their discretion was (I believe) because it was Crosby and not... say... Rust. If it's Rust getting hit, no misconduct, and probably little retribution from the Penguins anyway because the player was falling to the ice and doesn't have a history of concussions and isn't their star.
