All this does is assure that Buffalo retains their rights throughout the negotiating process. I believe Foligno is the only one that qualifies for arbitration. Quote

Because every team is required to have one goalie that is either under contract through 2017-18 or a non-exempt RFA exposed in the expansion draft the Sabres will need to add one. Quote
