The puck either goes over the glass cleanly or it doesn't. I don't see how it's still arbitrary at all. GO SABRES!!! Not sure how old you are or how long you've been watching hockey, but there's a damned good reason why it's an automatic penalty. Used to be that defenders just threw the puck over the glass. So they made it a penalty if it was intentional. That put discretion in the hands of the ref. (Just one ref, at the time.) As we all know, that's a disaster. So they made it automatic.
