Could be implemented by the World Cup, or the start of next season - Coach's challenge to be reviewed, but only insofar as the actual process (i.e. ref's on ice vs a war room) - The Oiler's may single-handedly be responsible for the lottery having a limit set on how many times you can win it in a given time period

So on the one hand everyone is decrying the ethics of tanking, and GMs changed the lottery to discourage tanking...and merely 1 year later at least some are pushing for a change that would greatly incentivize...tanking! Oh NHL, never change.
