I pulled the image into and editor and the RGB values suggest blue and brown. One image I saw easier suggested white, but I can't find it now. I'd laugh my ass off if it's a tech trick where the web server rotates the image it sends randomly between a white one and a blue one.

My wife and I were looking at the same computer. She saw black/blue and I saw white/gold.

The manufacturer of the dress has come out and stated that it is Blue and Black.

 

Scientists on CNN are saying it is due to the individual cones in your eyes and the way they combine Red/Blue/Yellow.
