If he does end up signing with Montreal, how can anyone claim that the week plus of negotiating time, time that they didn't have to pay to receive, didn't help them out? Yeah, it probably won't happen, but they're opening the door for something like that in the future. That's a whole can of worms the league should do everything in their power to avoid. But then again, I'm talking about foresight from the NHL, and I know that doesn't exist. That's a legitimate concern, but like you said, if a team doesn't sign the player before July 1st, it is unlikely they will sign him after he can negotiate with everybody. Don't be too hard on the NHL, at least they don't have teams signing guys out of retirement to make trades (NBA) or have guys holding out with three years left on their contracts (NFL) or allow players to be traded after the deadline has passed (MLB)

And what I meant by the one comment is that I don't know how any team could allow another team to speak to one of their players early, without any compensation, without having some type of deal in place that would allow for the team to sign him after July 1st without giving up something. What would now make the Canadians want to sign him now and give up a second, instead of working out a deal, saying they couldn't come to a deal, and then offer him what they talked about now and sign him after July 1st so they don't give up a pick? It doesn't make sence, but its the Leafs so that explains it
