My best guess is that Trump won't get the 50% concession for rare earth minerals from Zelensky so he will instead agree to Putin's demands in order to get some sort of concession the mineral rights. The rare earth minerals and natural resources are really what Trump and Musk are after.

They are about to have every single tax document and ssn of every American in the United States. How that helps them with government waste is... well it doesn't. This isn't about waste it is about data mining and business profits. Musk wants leverage and insider info to get ahead and make more money because his insatiable greed is all consuming. Cutting programs he doesn't agree with along the way is just a bonus. They will cut what they don't like and funnel that money into things like Musk getting a deal for 400million worth of electric armored vehicles, something Tesla does not build currently.
