Russia has been fought to a standstill. Their economy is screwed up and the sanctions are working. Russia wants a ceasefire to rearm. They just want it on their terms. So you are dealing in what ifs. What if continuing to support Ukraine doesn't expel Russia from Ukraine? That's your question.

There's 16.8 billion that goes to early intervention and support for students with disabilities. This includes 20million in funding to military schools for children with disabilities. There's 3billion for educator retention and leadership because quite frankly the nation is hemorrhaging teachers and leaders because education pays next to nothing in most places. 2.4 billion for technical and trade school training. 500 million for preschool and head start programs (ftr preschool and head start has a huge impact on student success). 16billion in direct grants to states for disability education initiatives (I suppose all those republican run states are giving this to democrats or something). 1.4billion for adult education grants also directly to the states.
