I don't know the circumstances or context, but seeing that he has his arms around two Sikhs (?) who seem to be smiling genuinely, I can't see that his actions were intended to offend. It looks like he was just attending a cultural celebration of some sort. I would think the counterexamples are completely square, especially the ones about the opera and Eddie Murphy, as both involve people dressing and putting on makeup to appear to be someone of another race.
