Maybe it's a variation of Polish. MLECK-oh is Polish for milk. MLELTCH-ko is a diminutive tense, as in a "small" milk. I used to speak it better but moving away from Buffalo I've lost most of it.

I had to laugh a bit listening to Boston sports radio, debating what to do with Hall. And his lollygagging in Buffalo came up as a red flag.
